Limerick Flying Club (Coonagh) Ltd Regulations
In these regulations:
- The words "the Club" shall
mean Limerick Flying Club (Coonagh) Limited.
- The word "Committee" shall
mean the Committee of the Limerick Flying Club (Coonagh) Limited.
- The word "Member" shall
mean a member of the Limerick Flying Club (Coonagh) Limited, or any other
Club with which the Limerick Flying Club (Coonagh) Limited has an agreement
for reciprocity of membership.
- The words "Chief Flying
Instructor", "Flight Instructor" and "Aircraft Engineer" shall refer
to the person employed or engaged by the Limerick Flying Club (Coonagh)
Limited in those capacities and to persons given honorary appointments
in these capacities.
- The words "Club’s Aerodrome"
shall mean an Aerodrome the property of the Club or for the time being
in general use by the Club.
- Words implying the masculine
gender shall apply equally to females.
- The Committee is vested
with the duty of administering these regulations and is vested with the
authority necessary for this purpose.
- The Chief Flying Instructor
shall, subject to the control of the Committee, be responsible for the
organization and discipline of the Club’s ground staff and for the control
and supervision of all flying of the Club’s aircraft.
- Members must report to
the Committee in cases of infringement of these regulations coming to
their notice.
- No person may fly in the
Club’s aircraft (except as a passenger) unless he is a flying member
of the Club and is the holder of a current Student’s license or Pilot’s
license issued or validated by the appropriate Government Department.
- Before making his first
solo flight, each member shall be required to satisfy the Chief Flying
Instructor that he has got a satisfactory knowledge of the provisions
of all Acts Statutory Instruments and Orders relating to Civil Aviation
in Ireland.
- No flight by a Student
member in any of the Club’s aircraft may be undertaken unless the flight
has previously been authorized by one of the Club’s instructors.
- No member may carry passengers
in the Club’s aircraft unless he is the holder of an appropriate current
Private Pilot’s license.
- Any licensed member may
at any time be called upon to do a check flight with an Instructor before
being permitted to fly solo if sufficient reason warrants.
- Each Pilot member shall
keep a Pilot’s log book of an approved type in which particulars of each
flight carried out by him shall be recorded. This log book must be presented
to the Chief Flying Instructor at any time if requested.
- Any member who has not
flown as Pilot in Command of a particular type of aircraft for a period
of eight weeks is required to undergo a check flight under the direction
of a Club Instructor.
- Any member damaging a club
aircraft in a manner which is considered by the Committee, having regard
to his experience and competence, to be due to his negligence may be
held liable for the damage. T
- he Committee may from time
to time fix the charges for the use of the Club’s aircraft. A statement
to this effect signed by the appropriate committee member shall be prominently
displayed in the Club's premises and shall be deemed to form a part of
these regulations.
- Flights may be booked
in advance by members of the Club, but booking shall be cancelled if
the member is not present five minutes before the time fixed for the
commencement of his flight. All bookings by Students are provisional
and subject to the Instructors discretion as to the suitability of the
weather or other conditions likely to affect the flight, the type of
flight or the number of machines available.
- No member may perform aerobatics
in the Club’s aircraft unless he holds, from the Chief Flying Instructor,
a certificate authorizing him to perform aerobatics. Such a certificate
shall be renewable every six months or may be revoked by the Chief Flying
Instructor at any time.
- In the case of any damage
being occasioned to the Club’s aircraft whilst in the charge of a member,
the member shall forthwith report the matter to the Chief Flying Instructor
or his deputy. In addition, as soon as possible, he should forward to
the Club Secretary a written report giving full particulars of the circumstances
of the damage.
- All flights to unfamiliar
aerodromes, farm strips, unlicenced airfields or private land owners' sites
must be authorised by the CFI or deputy CFI before the commencement of the
flight.
- In order to promote an awareness
of local traffic, regarding both situation and condition, the practice and
use of VHF communication equipment (when fitted and serviceable) is strongly
recommended.
- Smoking in the Club’s aircraft
is prohibited unless permitted in the Flight Manual of the particular
aircraft.
- No member may mechanically
interfere with the Club’s aircraft except with the expressed permission
of the Chief Flying Instructor or Ground Engineer or their deputy.
- A Student member may not
start up the engine in a club aircraft unless he has been authorized
by the Instructor to do so. Furthermore, no person shall be start an
engine by hand unless he has had specific training in hand starting techniques
and there is a Pilot member, Instructor or qualified aircraft Engineer
in the cockpit.
- Under no circumstances
may an engine be run whilst the aircraft is in the hangar or in a position
so that the slip-stream will blow back into the hangar.
- No member shall fly a Club
aircraft without first ascertaining that the machine is sufficiently
fueled for the flight and is in all respects in a fit condition for the
flight.
- No member shall fly a
Club aircraft unless the safety harness is used and properly fastened.
In the case of solo flights, the Pilot shall be responsible for seeing
that the safety harness and cushions are in a secure state so as to give
rise to the risk of interfering with the controls of the aircraft or
otherwise cause damage. In the case of a member carrying passengers,
it shall be the duty of such member to ensure that the passenger’s harness
is properly fastened and that the passenger has been given a full safety
brief.
- Any member noticing any
unusual behavior on the part of an aircraft or engine will report the
matter to the Chief Flying Instructor, Ground Engineer or their deputy.
- Every member shall, while
using Club aircraft, observe the practices of good airmanship. The Committee
in conjunction with the Chief Flying Instructor, shall be entitled to
take disciplinary action against any member deemed to be guilty of a
breach of these regulations and for this purpose shall be entitled to
disqualify such member, either permanently or temporarily, from flying
in Club aircraft. In addition, the Committee shall be entitled to recoup
to the Club such sum of money that the Committee may specify as representing
loss or damage occasioned to the Club by breach of the regulations by
a member. Any sum so specified shall be deemed to be a civil debt due
by the member to the Club. A member who has disciplinary action taken
against him has a right to appeal to the Committee.
- The Club prohibits the
carriage of persons in club aircraft who are under the influence of
drugs, including alcohol.
- Any pilot involved in an
aircraft accident or serious incident (as defined in Part 1 of SI 205
of 1997) shall not fly a club aircraft as Pilot in Command until specifically
cleared to do so by the Chief Flying Instructor.
- Any amendment to the Flying
Regulations will require approval by the Club Committee in conjunction
with the Chief Flying Instructor and the flight instructors.
- The Chief Flying Instructor,
or his authorised deputy, may temporarily ground any member on the spot
if he sees fit.
- The decision of the Committee
on the interpretation of these Regulations shall be final and conclusive
and binding to all members.
- Nothing in these rules
shall be interpreted as contradicting national or international aviation
laws rules or procedures which will always take precedence. Any errors
in this document should be brought to the notice of a member of the
committee.
